THE CHALLENGE: A new facility was needed as the prior facility, located within the
village of Higganum, had no available space for site expansion to accommodate newer, larger
firefighting apparatus, the desired public meeting hall, and emergency shelter.
THE SOLUTION: The 15,430 sf Haddam Volunteer Fire Company Station No. 1 is located on the
west side of Connecticut State Route 154 in the Town of Haddam, Connecticut on the west bank
of the Connecticut River. The new site, purchased by the Town, had significant physical constraints which
included moderately steep to steep topography, shallow depth to bedrock, high groundwater conditions, soils with a
moderate to high runoff potential, and significant areas of groundwater seepage. The moderately steep topography
required careful siting of the building, parking lot and access drive with special attention to stormwater management
facilities to mitigate off-site impacts, and sight line improvements to facilitate safe emergency vehicle access to
Connecticut State Route 154. An on-site subsurface sewage disposal system and drilled well were included on this
difficult site as well.
Although the site was underlain by soils with high erosion potential, careful and attentive design, and implementation
of an aggressive erosion and sediment control program permitted extensive regrading of the site for the intended use
without adverse environmental impacts.
Construction commenced in fall 1999 and was completed in March 2001. Final construction cost was approximately $3.0
million.

Complete site engineering design services were provided by Nathan L. Jacobson & Associates, Inc. to a project architect.
Civil project management was directed by an associate of the firm, specializing in site design. Comprehensive services
included everything from initial meetings with the project architect, to survey, site testing, planning,
design, public involvement process, bidding, construction administration and periodic construction inspection.
